Take the time you need. Don't think of UIL as a concert performance. If you need to re-tune timpani, get a drink of water, whatever, no big deal. Just make sure you can get through all of your pieces in the time allotted. I'm guessing if you're a "UIL Newb" this is either a NV or middle school band, so you have plenty of time.
