Here's how I worked around the same issue that you're facing.

I created my own technique page in Sibelius. After you do the first one, it is really easy to transpose in Sibelius and assign via Smart Music (you can even transpose it in Smart Music if you prefer - the compose function isn't too bad). It is much less time consuming than assigning one line at a time. I inserted a measure of rest between each line, and assign the entire page.

It isn't that hard to make the pages look very much like what's in the Foundation Book if that's important to you.
