No rule states you must start with a one count prep beat. The only thing that addresses how you start is the last line of part 5 of Section 1111(e): "No further warm-up or musical instruction of any kind is permitted by the director, including the use of verbal counting to initiate the reading."

4 (or even 8 count) prep is okay, as long as it is silent.
