It is very unusual for flutes not to use vibrato, but the speed should increase with the speed of the music and decrease with slower tempos and lower range notes. Vibrato is a very useful tool for expressiveness helping the limited dynamic range of the flute. It is hard to imagine a soloist not exploring all the nuances the vibrato gives the music.I couldn't imagine Sir James Galway not using vibrato!
