I apologize for this post but if the mindset of the current generation of administration is set to this conclusion then there is little to nothing you can do to change their opinion and lack of support---within the local community seek out former respected teachers/directors and ask them to reach out to the board and admin teams for interaction. Possibly a former teacher of theirs will have more luck convincing the current team to support the activity (ie: UIL is Curricular). Remember that the concept or valued action will not sell the aspect of change more convincingly than the quality of those relationships that those administrators and board members once had with their own former teachers and directors. Think of Mr. Hollands Opus....find that Symphony!!
