That 5th grade teacher has a group of kids for 1 year. It's pretty easy to see in that one year if what they did in the classroom worked. The super is making wider impact and yes, will be slower to see. It isn't like the 5th grade teacher has multiple years to get results since those kids will be 6th graders the next year. Unlike a band program which can develop over time, a single grade teacher isn't "developing" a program.
