Reasoning is that she is paid hourly as an aid for the elementary campus in the same district. The school doesn't have any overtime hours budgeted and the school would have to pay her overtime for her time as a guard instructor. There may be a line item budget for color guard sponsor stipend, but since she is already employed by the same district at an hourly rate, they aren't legally allowed to pay a stipend on top of that.
