Is it primarily so you dont have to play a grade 2 piece with them? That is the only reason to go NV with your top group. The judges do not grade any easier or harder if it is NV compared to V. So really it would only matter if you are a 2C or 3C campus and you only want to play grade 1s with them

Other than that just contact your Region Secretary. They are the ones that will give you permission to do that. I am betting they wont have an issue with it since you are a new school
