I approach this the same way that a HBD I worked for when I was fresh out of school. His philosophy was that someday I was going to be a head director, and that I would need to know how to do the things that he has to do in his position. Now, what he basically did was let me, with his supervision, run the MS portion of the program when it came to budget, POs, bus requests, UIL entries, etc. Before anything left our office, he showed me how to fill everything out, and double checked my work to make sure everything was correct, and then he signed off on everything. Eventually, he slowly stopped looking over my shoulder until one day he told me, "I cleared this with admin., you are now officially in charge of the MS stuff." When he retired, I moved into his position, and since he had taught me how to do all of the "paperwork", the transition to HBD was seamless.
