I was trying to help a Band Director with their question and offered what my wife and I have done for ourselves over the past 20 years using the advice I laid out--which is Ramsey-ish.
As for your $3500 budget, I have made that work (I have a live spreadsheet available too):
Car Replacement: 100
Student Loans: 150
Cell Phone: 150
Toll Tag: 40
Bathroom Stuffs: 20
Hair Cut: 40
Spending Money: 285
TOTAL EXPENSES: 1070
TOTAL GIVING, SAVING and SPENDING: 3500
This budget does not include a car payment because most college grads have a car that runs well enough so they can establish themselves financially through their first several years of teaching while they save for a nicer used car.
I am not saying the budget above is easy but it does work and does allow for GIVING, SAVING and SPENDING along with having a little life (spending money!!!)
I would be happy to share the spreadsheet we use at home and talk further about finances--I enjoy helping!
Dave Ramsey's Total Money Makeover DOES work. It takes discipline and willingness to change habits and not conform to the common beliefs that our society follows. It's worked well for my wife and I!
