Not saying they can't compete, they should just compete in the area they live, if you have all the advantages of living in a big city (music stores, university contacts, lesson teachers available in the community...- compete in a big city. If you don't take advantage of living in a big city, well that's on the director.
There are plenty of 5A-6A intercity schools with no budget, 20-30 in the band program, kids with a challenging home life... they still compete with schools in their area- other 5A's - 6A's. If you truly think those bands and kids have an advantage , well you just don't get it.
