I've found that the more you dig into this stuff the worse it gets. They are attempting to bully you. They win if you react and get frustrated from it. Contact the parent about the behavior and explain the situation. Document what you were told about what the parent was saying for a rainy day. Also, deeply document, perhaps record the conversation with the parent about the behavior issue you had with the kid. It's also important to know what your administrator expects of you with regards to a situation like this. If they are a parent pleaser (I'm happy if nobody is upset) kind of administrator, kicking up dirt will not help anyone. I'd handle that student as a student who will not continue with your program and not give them a ton of attention. I'd keep rewarding the students doing the right things like you are. I think the way you are running your program sounds great. Congratulations to you on making some great decision for your students.
