One of the biggest challenges with jazz is how much we tend to edit/adjust a piece when we perform it. Solo sections extended, cuts made, etc. Even with the Essentially Ellington competition there's a ton of variation in how each group approaches the arrangements. I think that it would be tough to create a standard approach to judging. (I've seen that frequently in the jazz festivals I've taken my kids to)
I agree it's weird that there's not a jazz component to UIL. Given Texas has some fantastic jazz groups/history it's made me scratch my head a bit since I came to this state. I fear Jazz could very well disappear completely in the coming decades. Really it already has faded a great deal - but UIL supporting with an event would probably breathe some new life in it.
