If a 2A area contest has 5 bands, 3 go to state. If a 2A area contest has 19 bands, 3 go to state. If a 2A area contest has 20 bands, 4 go to state. This is a prorated amount based on participation and ratings. The way I understand this proposal every region gets up to three bands to state with no ranking or formula. If more than 3 bands get a 1 a 1 for 2 formula kicks in for the number of bands beyond 3. A prorated formula based on participation and ratings. 1 to 3 bands get a 1: all go to state 4 bands get a 1: 3 go to state 5 or 6 bands get a 1: 4 go to state 7 or 8 bands get a 1: 5 go to state 2A gets three bands from every area contest and the 1 for 5 formula kicks in with 20 bands. Ya'll want an area contest? The proposal states you had 19 of a total of 41 bands in the state advance to the state contest last year by getting a 1. You want to divide those 19 first division bands into area contests? How many bands would you end up with at state? Not 19. I don't know how many bands would have advanced under this proposal, but it seems it would not be much less than 19. Those of us old enough remember when the state contest started. 1st division bands went directly from region to state  just like 1A does now. The number of bands grew and the contest process evolved to a more competitive ranked contest. Considering the number of 1As and where they are located this proposal seems to me to be a logical and not a drastic step to accommodate that growth and development.
