I think it depends. I have seen a number of surveys that say 50% or less of many schools will be in attendance. I would bet there are a large number of times and locations that social distancing can in fact happen. I can go an entire day and never be within 6 feet of a student. Coaches, especially football can easily space out. A principal sitting in their office without anyone around doesn't need a mask. I don't think you can blanket a statement, (nor do I think it does any good), to say that a child or staff must put on a mask when they walk through the doors and never take it off.
You will also need to deal with the SPED and mentally unstable students that masks are a real issue.
As a general rule of thumb, (from the science I have seen), the older kids will wear theirs more than the younger kids for sure but I definitely think it will be plenty safe for a good amount of time to allow kids to not have a mask on.
