I agree. I don't know where you are in your career as far as number of years but I can tell you that education is all based on politics, administrators moving up the ladder while stepping on teachers and staff as they climb and and ever increasing group of adults who have no clue or desire of how to raise kids with any sensible values. Yes, there are some good places and exceptions. Those jobs don't come open or if they do, they already know who they want (refer to earlier comment about politics) and they will just lie and waste your time, gas and money applying for an "open" position. Yes, it's possible to build a program in a very bad place but you must have at a minimum good supportive parents or a good, strong supportive, pro-music administration. I'm retired now and did this for 40 years and I never saw anything come out of TEA, Austin or the politicians that was helpful, sensible, about kids or any good. It just became a bigger and bigger political talking point with no improvements for teachers or kids. I hope you are able to get through this whatever your decision. I'm so glad to be retired and like you, can not recommend teaching as a profession to any young person.
