You just don't get the "not going to name schools" concept, do you? I personally know of three districts from three different parts of the state that are making bands do UIL and expecting the same level of commitment unless it is canceled. This isn't an allegation without evidence, it is fact. But, it isn't my place to name or call out these schools. All three have directors who are friends of mine and care deeply for the health and safety of their students. All three would rather not put their students in the position of pushing for the "all-important 1st division at the risk of everyone's health and safety" but the decision is out of their hands. Directives from above have been made.
As to a district "having its priorities straight" opening up themselves to a "firestorm of media controversy", remember: priorities are set by the community. If the community wants this then there is no controversy. Someone has to be offended in order to be a controversy. Also, the degree of the controversy is proportional to the importance and status of the event involved. Band going putting a lot of effort into UIL is a low priority in some communities and therefore would be a minor controversy.
