I agree I'm a little surprised that 4As weren't included in the later start, but there was definitely a very clear push of Urban vs. Rural thought there. The problem is that with the new caps on 4A you have small cities with cases (Alice, Kingsville, etc.). We also have it in our 3A and I know others as well.
Someone else at one point suggested it was to use them as the guinea pigs... There may be some truth in that. We'll see how it all goes in the end here. Just had a very productive zoom conference with a good chunk of our region directors tonight. Lots of districts won't be able to even use that August 3rd date to start.
