With 4A encompassing schools up to 1228 now you have plenty of 4As with big enough towns to have problems. I can tell you I know Kingsville (4A and 3A in town), Robstown (4A), and several others have outbreaks there. (Including school personnel) My 3A town has cases (including district employees) and is having an outbreak of our own. The idea that every 4A and 3A school is completely in the middle of nowhere is not even close to correct. Many of them (including mine) are on highways that are between major cities. Those highways have brought the virus to our towns.
All it takes is one asymptomatic carrier in your town and it can build up like wildfire. Think about how it spread around the world - it didn't spread with an instant thousand cases, a handful of contagious carriers came to the area and it spread out from there.
Worse yet you have a lot of these small towns are likely to have the most resistance to wearing masks....
