Stop trying to control me and my program. I'll stop trying to control yours. The state set up an opportunity for those that CHOOSE to to still have an evaluation and for those that advance state for their juniors and seniors.
YOU can make a different choice but at least those that want to can make that choice. Sure, North Texas in December might be cold, (I grew up and marched in much worse weather than that so I am not feeling all that bad for them).
Here is how I see it, (and I am sure I will get blasted for this), but you have a choice. If you truly believe this is dangerous for your kids, your community, and you then gather your research and data, set a meeting with your admin, and present your argument. If they agree, you are out of it. If they don't, then make the same presentation to your parents and students. If they agree with you they pressure the admin and you are out. If they don't agree with you then you have choices. Maybe they are right? Maybe they are wrong. You can always quit if you truly believe it is too dangerous. Stand your ground if you TRULY believe. Sacrifice your career and your paycheck instead of your life if that's what you TRULY believe is happening. And let those that CHOOSE to go a different route go that route in peace. You control you and your program and ultimately your actions and that's it. You control nobody else.
