It is cheaper to hire a new teacher every 3 to 5 years than it is to train and retain a "world beater". Districts have equations that determine hiring and retention - every dollar is accounted for. If you are an experienced teacher in a middle school program - keep your nose clean and CYA. The equation says that you should be teaching high school - you are too expensive to be in a middle school position.
Most districts only care that the program exists as an "offering". WE are the ones that care about quality.
