First, I was hyperbolizing when I said "100x worse". But yes, I do think active cases across the state would need to dramatically increase to cause another shut down. Remember, those 20,000 case are cumulative since they first started tracking numbers; there are not 20,000 active cases right now in Houston. But, I also think there would need to be nationwide shut downs (enacted by the states) to cause Texas to shut back down again. That isn't going to happen. Not only that, TEA has already suggested that school not count absences against kids and their 90% attendance rule. I don't know if this is actual TEA policy, but I know it was recommended. So 20-30% of students staying home isn't going to affect much. This is how school will be able to do a hybrid system of in person and distance learning without having to worry about attendance.
