Let me know when ya'll start solidifying those plans and submitting them to the people with the power and how that works out for everyone.
Perhaps you're not familiar with the idea of a "discussion" where people talk about ideas and bounce them off of each other. It's an effective form of planning and brings a community of interested people together so they can determine a common course of action.
TYB is a message board that facilitates this discussion, commonly called a "discussion board."
It's rather premature to say "call the people in charge" if there are 9378 people with 9378 plans. No one's plan will matter. But if you have that many people all calling with the SAME idea, politicians take notice.
For more information, consult a sociology or basic civics textbook.
For all the people offering their ideas and plans here, have you also given those plans to the people who actually make the decisions? Otherwise, why spend so much time telling us? We can't do anything about it.
