It's not great, but it's not as bad as the headline. The document discusses several options. One is eliminating band, along with PE classes, recess, sports, and anywhere else large groups of kids are congregating. There are also suggestions to simply reduce the number of kids in each class by extending the school day.
Many of these suggestions are just not practical without greatly expanding funding and remodeling buildings. "Eliminate sharing of art supplies," "prohibit students from sharing items like pencils and pens." Disinfect the playground between classes having recess. Requiring social distancing at lunch (what school cafeteria is that big?) and in the halls. It's obvious that most of these plans were made with elementary schools in mind. The idea of teachers moving around throughout the day while kids stay in one room could work for elementary, but once kids get into HS (and to an extent, MS) there's no way to have a "homeroom" of kids who are all in the same level of English, math, science, and everything else.
