Those people are just doing what is allowed:

The problem is that when everyone goes out there is no way stay away from each other. In San Antonio, the mayor is considering closing all the city parks because people keep flooding them and they can't maintain the proper distance.
A very large part of it depends on compliance with guidelines by the general public. I saw a news story about idiots in Dallas swarming the walking trails this weekend after the stay home order had been issued. They donít careÖ The rules donít apply to far too many people these days. They are going to wind up causing a larger spread then if they follow the rules.
I'd like to think this is accurate, the problem is we're so hit or miss with our distancing measures. Add in the lack of testing (I know of two individuals who should have been tested but didn't check all of the boxes with contact verified) and it's hard to know.
