Not as related to ratings, but still an issue with schools chasing numbers and dollars, college courses, nursing programs, CTE, and CJ, there is no room for some students to take band, applied music, ensemble, jazz band, etc. That may change as the program establishes and builds (my first year here), but it's definitely not guaranteed especially with counselors and admin pushing students and parents to sign up for courses that earn the school more points and grant money.
It's a shame that there is no push for fine arts like there is for other disciplines. The system is geared against us, barely acknowledges us. Reason and logic (STEM, CTE, etc) are necessary to maintain life, but emotion and passion (the Arts) are what make life worth living. The two hemispheres need balanced representation in education and the means through which we measure progress.
