On top of that, districts allocate a stipend for band directors and, well, that's it. There isn't any--say, boss, I think I deserve a $3K/year raise--what do you think about that?
Is the answer not always going to be: Ah, my young friend, that isn't how any of this works. You signed a contract for the district's pay scale + stipend. There's no changing that ever, no matter what.
