For something like that, I wouldn't mark it. Any judge who's good enough to notice a change that small will recognize why you've done it.
If it were something more significant, perhaps moving a prominent solo to another instrument, I might add a note to the score.
I know it's possible to rewrite parts to better suit your players, but are there any written rules regarding this process anywhere?
Do I need to notate in the judges' scores that the parts have been rewritten? In my case, I'm simply moving some tuba parts down an octave since my players are undershooting partials left and right.
