In all honesty, I would refuse to use it if you told me to. Let's say you have two students fighting for one spot. Student A has flawless technique, but their tone is less than desirable. Student B has the most gorgeous tone you've ever heard, but misses a run or two in the etude. How would the rubric break that tie? I would place the student with better tone higher than the student with flawless technique because I would rather have great characteristic sounds in the region band.
This is the reason why we use five judge panels. Using a rubric would still leave the ranking subject to the opinions of where the judges believe the student falls in the rubric.
We have always had a problem in our region (and I'm sure in other regions as well) with inconsistent or inaccurate region band judging. Question is this. Is it legal or allowed for a region to create a scoring rubric that judges had to use when judging a room. Maybe something that creates score ranges for performance levels, kind of like with marching band. So a student would perform, the judge would determine which range they fit in based on descriptors, then determine where they fit within that range. Anyone have experience with this? Is it allowed? I know there's the issue with training, but if this was put out there maybe it could be helpful.
