I worked at a school where the HD has the "promote not demote" mentality. Problem was that it had kids who were barely just hanging on in the wind ensemble instead of really being key players in a lower band and developing their skills. It was kind of a "thats how its always been/not good for esteem" thing. Kids really noticed some didnt belong and resented it.
Eventually we incorporated everything they do over the course of the year into their auditions/placement and the bands really got better in a hurry when they knew they could be moved. Obviously this worked at your school with different kids...just offering my past experiences.
