Because their format is based on enrollment compared to other schools in that district, and the Div I Div II thing in football is a farce if you look at the numbers. In a big, multiple school suburban district the 'small' schools may have 3200 kids. So in many of the first round games the Div II district champ and runner up are both bigger than the Div I teams from the other district.
As an aside - and this is unscientific because I've only looked at it a few years, but all of those years by the time you get to the third round 8 out of 10 (or more) of the remaining teams were district champions. So adding all those extra teams does nothing for the outcome.
just to see the pros and cons for this. what are the advantages and disadvantages of having two separate marching champions one for Division I and another for Division II like they do in football and follow their alignment format.
