That is more common than you would think.
I am glad that you strived to accommodate those who needed help. However, there is a social stigma that is often attached to admitting that one has economic need. It is very possible that some families would rather not participate than seem as if they are asking for a handout. This may be especially true in richer neighborhoods. Imagine how hard it would be for a seemingly affluent parent to admit that they bought too much house and too expensive of a car to keep up with the Joneses, and as a result are barely making it from paycheck to paycheck.
