The last time every year state was brought up there wasn't much support. But, IIRC, that was almost 10 years ago. Every year area is a way to plant the seed of all year state. Kind of like a frog in a frying pan and slowly turning up the heat. Frog isn't going to notice until he's already cooked.
I thought the idea behind every-year-area was that we didn't have the support from superintendents to go to every-year state, and this was the compromise option.
(Nor should we - sending a hundred or two hundred or four hundred kids to San Antonio on two days' notice is cost-prohibitive!)
With every year Area advancement apparently on its way in, I would predict that every year State won't be that far behind. Your millage may vary.
Are we going back to every year state advancement again?
