If something is a Preshow during setup you can have a full speech. Maybe that's what you're referring too? Last year I used some samples that I pre-cleared with UIL that were shouts from a tribe from New Zealand. I believe the ruling that they were okay came from being independent sounds that weren't based on tempo. I was worried so I made sure I checked and received approval in advance.
Mallet instruments are not Wind Instruments if you read the wording there. It doesn't say percussion items are bound by the same rule.
That should be a violation... the problem here is that electronics are still the Wild West. My question has been what defines 'small ensemble.' My 3A 'small ensemble' versus a 6A small ensemble could be widely different. My entire band would be a large bands 'small ensemble' if the definition was a number. I know UIL is looking at the electronics rules a lot more right now for the future. The future rubrics also evaluate electronics on them, so I think you'll see more information on this decided in the next few years.
