This really depends on the layout of the band directing staff. The HBD should hire to fill in holes for their personal weaknesses. That being said the first priority for HBD in large programs is administration, having the overall vision for the program, having the big picture plan for the program, delegating to their staff, and periodic checks that their plan is being properly enacted. Often times, the last priority is actually getting to teach the students directly, sort of a reward for getting all of the hard work done.
Some HBDs delegate administrative tasks to their assistants as well. I would be careful about which of these I would take as an assistant though. Most of the extra pay a HBD gets is due to the increased risk that position entails. Finances, dealing with administration, dealing with parents, etc. all fall under this umbrella. Simple mistakes in these arenas can cost a teacher their job.
How often is the HBD in charge of teaching the drill as well as doing all of the administrative stuff at a 5A/6A school?
