Use your student population. Your band should ideally be 10% of your student population in a large school like that. Pick an appropriate instrumentation based upon that, then add 10-15% to each instrument number. You should have about ~400 lockers for that many kids.
We are in the process of designing a new school that will be built for a capacity of 3500 students. The architects are asking for instrument counts for the locker layout. This will be a much larger campus and our current numbers are not a good gauge for what a band program in a school that large may look like. I'm looking for a formula that has worked well for others to determine how many of what kind of lockers to install, or actual counts that are working for schools of similar size. Any info would be appreciated. Thanks.
