There was a hyperlink in the PDF "QUALIFICATION SYSTEM – GAMES OF THE XXXII OLYMPIAD – TOKYO 2020" ... that pointed to a Google Drive folder ("Olympic Qualification Tie-Breaking Rules") with 3 PDFs (one each for Artistic(ART), Rhythmic(RG), & Trampoline(TRA)) ...
In the ART doc, Under "Criteria 5 - 2018/2019 – 2019/2020 Individual Apparatus World Cup Series" ... it has:
Maximum of One Quota Place per NOC and/or Athlete Qualifies on More than One Apparatus
In case of more than one (1) quota place per NOC or if an athlete qualifies on more than one apparatus, the following procedure will apply to determine which quota place will be earned:
1. The highest average World Cup points on the respective apparatus from all competitions attended in the series prevails
2. If they remain tied, the best average rank on the respective apparatus in the Qualifications of all competitions attended in the series prevails
So Jade would qualify on Vault as in the 4 WCs she has participated in, she has three wins and one second place finish on Vault (115pts/4-WCs) ... whereas she has three wins and one fifth (fourth reallocated) place on Floor (106pts (or 108pts)/4-
WCs).
