The article says that USAG will fund each gymnast for a MAXIMUM of 3 World Cups ... maybe gymnast could "self-fund" additional World Cups?
I believe these are the 8 Apparatus World Cups... a gymnast qualifyies to the Olympics if their event total (sum of their top three scores on an event) from the series is the highest ....
