I tried to assign the teams 19-36 to each regional based on geography, but also in "pods" as had been done before (at least once) ... but it doesn't look like they are doing that this year ... seems the fairest way to do it though ... 19-24, 25-30, 31-36 ... one from each group to each regional based on geography. They could do it purely by geography and have 2 teams 19-24 and 1 team 25-30 in a region!
