Management Options: Short Term
Phase 1
Option1: Status Quo
Option 2: Harvest Moratorium
Option 3: Tiered approach with 4 parts
• Implementation: January 1, 2013
• Measures in place for 2-4 years
• Followed by later addendum
Part a and b
Area 2, 4, 5, and 6: Increase Min size 3 ½”
Area 3: Decrease Max size to 5 ¼”
Combination is about a 22.8% reduction in harvest
Part c
Option 1: Closed season in each LCMA that achieves a 25% reduction in landings assuming no recoupment.
• See Table 13 on page 22 Option 2: Closed season in all of SNE (LCMA 2, 3, 4, 5, and 6) from June 1-September 30.
• Would provide additional benefit during molt, egg extrusion, and periods of high environmental stress.
Part d
Do not distribute 10% overage tags until needed
3.1 Long Term Option Phase 2
Establishment of a subcommittee to evaluate all jurisdictions ability to monitor various input
or output controls, such as a quota-based approach.
Board would need to provide clear guidance on effort control goals and objectives
Management Options:
Monitoring Program
Only if a moratorium were adopted then:
States would not be required to sample the fisheries through sea and port sampling
TC would help the Board determine what type of fishery-independent surveys would be needed Implementation
Board would need to determine date for states to implement management measures
Recommendations to NOAA Fisheries
Board would need to determine which measures to recommend to NOAA Fisheries
