That wind must be so strong on that day because later during that time of meeting older people, a part of her skirt went up again.
Luckily for Diana, that part from the waist to mid-thigh was tightly wrapped around her. The mid-thigh to the bottom of the skirt went up at times due to wind. Unlike Catherine, whose entire portion of the skirt from the waist to the bottom went way up, showing a lot more than Diana's.
