There are some hardy forms, that might survive in z7b/z8a. They are often hybrids of trifoliate, that although hardier, produce fruit with flavors that doesn't compare well with that of "supermarket" citrus. I prefer the taste of grocery citrus, so these are the ones I grow.
A conservatory or even a greenhouse is not necessary, unless you have the yard space, and outlay of such a financial investment. They grow quite well in sunny windows, or under fluorescent, and even LED light fixtures (which use even less energy, than fluorescent).
Citrus, as with subtropicals, like Camellias, like cooler temps, when indoors or under glass, in winter is preferred. Temps in the 50s and 60s, are ideal. My basement is perfect for such temps, in winter. OTOH, those temps are too cool for my breadfruit tree, and others, that need it warmer, so they are on the main level of my house.
