Cannas go semi-dormant, dburing the winter. In fact, they cobuld be allowed to go fully dormant (no leaves). Some even dig them up, in fall, wash off all soil, remove foliage, and store the roots in dry peat moss. Actually, this is how the rhizomes are usually shipped (shipped in a bag of peat) if you order them, by mail (although some nurseries, like Brian's Botanicals, and PDN, will ship small active, potted plants).
I don't usually dig up shrubs and Gardenias, in fall, to re-plant them. I'll leave them potted, and plant them then large enough, and protect them in the yard. Comes to about the same amount of work, if not less. Less root disturbance, too, for plants as finicky as Gardenias, (and Camellias) as well. Plant them once.
