While that doesn't include all plants, I have noticed this with other Marylanders and other northern growers in many years past.
Now Im listed as z7a (o*)
and haven't noticed much differences except it has became rare in this decade to have a low below 5*
I would say Detroit where Alvin lives is likely a z7a in many events seen there. While he does get snow, its a great insulator and a gift of the Great Lakes.
Seeing Sabal Palmetto, Sabal Birmingham and Trachycarpus reaching 3 story heights (mature palms) in z7b Tennessee in Chattanooga Metro, (outside the urban heat island) it has to be minimum z8 to any area north of that location.
There are so many other things noticed in individualized locations like elevations, urban heat islands, natural microclimates and the constant nighttime temps below 32* will hurt a z7b, z7a, z6b zone rating, plant appearances and especially survival. I believe thats what impairs locations like Detroit and my area in Tennessee. Washington DC often referred to as a z7b/z8a doesn't seem to hold water in the same zoned areas in the south.
