Those palms are closely similar in hardiness I think. There are a few circumstances that can dictate which one is most hardy of those 2 species. I live about 100 miles NNE of TN Tropics in Tennessee and have grown both those palms. While the 'area' covers zone 7a to a higher z7b , we sometimes escape winter in the z8 range but this area is prone to temp diversions where near zero or below can occur. A crappy winter wonderland scenario.
Microclimates, prolonged winter events, Spikes in temps can affect foliage damages.
Sabal Birmingham was hardier for me and Tony from PDN sent me a 3 oz cup in 2000 and in ten years with only overhead protection, started trunking to 2 feet. Tony started selling it later that year in his catalogue. It survived in my z6b/z7a for 12 years. I moved from that location and it was left behind and did die.
Sabal Brazoria was planted as a 5g and placed in a good microclimate but died after about 3 years unprotected.
I think Sabal x Birmingham is hardier.
My interest now is installing a b/b Sabal palmetto in 2026 and Sabal Louisiana.
