Flowering Of Trachycarpus

I have two large potted Trachycarpus fortunei, each approaching 20 years old. One flowered once, about 10 or 12 years ago. Neither has flowered since. I don't remember when I started doing this, but I have kept strings of miniature Christmas lights around the crowns (LED for the last 5 years, incandescent before) which operate for several hours in the evening. I am wondering if there may be a correlation between the electricity flowing around the crowns and failure to flower, or if there may be another cause. The palms experience temperatures down into the upper single digits every few years. Incandescent mini-lights wrapped around the pots, covered then with fiberglass insulation, prevent the roots from freezing. Do other's Trachies bloom after very cold winters?
