Agree with you on the spraying and mulching, but not on pre-emergents. Way back I did tests that clearly showed me that pre-emergents clearly retard plant growth— almost as much as weeds or grass among/under your plants. Rules 1a and 1b of getting fast growth out of palms are these. 1c is full sun.
I also dispise landscape fabric and many weeds can quickly grow on top of it as a small layer of soil soon forms on top of it. I do agree with Tommy’s observations with irrigation, growth, and sabals and Trachycarpus. Fertilization is also overrated if you don’t have overly sandy soil
