Maybe thats what they meant when they said

"We regret to inform you that we are experiencing technical difficulties with this series. There are events that we cannot control that forces us to delay broadcasting 'Tour of Duty', however we still plan to play this series for you throughout the year."

Could be a new license deal was needed and they didnt want to pay for it all.
But at least its on..
