Was the confirmation of his goddaughter Ingrid Alexandra of Norway the last (non-state) royal occasion that Felipe attended pre-COVID?

No. Simply King Juan Carlos preferred not to attend. He had no problem to attend birthdays or funerals, but not weddings. But he did attend those of Alexia and Pavlos.
About King Felipe, I think he is now a “good disciple” of Aunt Lilibeth’s policy. No mingling with foreign royals. Anyway, he had an official event the day of the wedding. But I think he would not attend, anyway.
During the reign of Juan Carlos Sofia often went alone to Gotha events and that was at times explained that security for the King of Spain was more expensive because of terrorist threats. Maybe the same still applies for Felipe.
If Q-Sofia had time to go to the greek wedding and the PoA awards, maybe Felipe could have gone too.
In the old days, he was close to Pavlos. May be not that much to Philippos.
