Infante Enrique, Duke of Sevilla, was excluded due to his political ideas. Nothing to do with being more or less masculine.
Sevilla's politics were just another circumstance that worked in favor of the deliberate selection of an utter cypher, thought to be impotent, as King Consort. Despite diplomatic awareness of the Queen's nature, a strong, ambitious or potentially dominant consort -of any political stripe- was clearly not wanted.
